First thing I wanna clear is All Depends On Your Usability.
l.e. if you only use WhatsApp, Facebook, or any other lite apps then it doesn't matter its quad core or octa core you can't even able to use at least 2 CPUs of quad core.
On other hand if you play high graphics games like asphalt,GTA etc. than all CPUs of your octa core may be used.
Normally if you want to check how many CPUs are running currently on your phone you can check it by an app called cpu-z install it and see internal performance of your phone.
So at last , Choose Your Processor According To Your Requirement
